While climate negotiations at the international level continue to evolve at a slow pace as recently demonstrated in Bali, non-state actors have been stepping up to the plate and showcasing their own initiatives and activities against climate change. In Bali, over 200 delegates from cities around the world adopted their own commitments as part of a "World Mayors and Local Governments Climate Protection Agreement". Despite a number of networks and partnerships among cities, such as ICLEI, C-40 and United Cities and Local Governments (UCLG), cities are not yet recognized as important actors in mitigating and adapting to climate change in the international arena.
